The third reading of Oyo state 2019 appropriation Bill was yesterday stalled owing to inability of members of the State House of Assembly to form a quorum.
The House which resumed plenary yesterday had started the business of the day until a member representing Ibadan South East in the Assembly, Mr. Fatai Adeshina, drew his colleagues’ attention to the provision that requires two-third majority for certain issues to be treated.
The day’s plenary presided over by the Speaker, Mr. Olagunju Ojo, had started with 19 out of the 32 members of the Assembly and had begun the day’s business with the reading of the Local Government (Further Amendment Number 2) Bill 2019 which was read for the first and second time.
However, the N285 billion appropriation Bill marked, OYHAB/08/85/19, presented on 31st December, 2018, by Governor Abiola Ajimobi, could not be attended to due to absence of many lawmakers.
According to the order paper, the Chairperson of the House Committee on Public Accounts, Finance and Appropriation, Mrs. Bolanle Agbaje, (Ibadan North 1) was to present the report of the Committee as collated by the Sub-Committees on Appropriation leading to its passage, but owing to the lack of quorum.
The majority leader, Mr. Kehinde Subair, moved a motion that the House suspend the passage of the Bill till the next sitting so as to allow members to participate in discussions. The motion was seconded by the minority leader, Mr. Ademola Ige. The House later adjourned till today.
