UEFA and FIFA have officially introduced key updates to football rules following high-profile incidents in the UEFA Champions League. These changes specifically target penalty execution and goalkeeper time limits—two areas that recently caused controversy. If the penalty is unsuccessful, the previous consequences still apply: an indirect free kick is awarded to the defending team. In a shootout, it is recorded as a miss. Deliberate double-touches remain illegal and will not qualify for a retake.

UEFA Introduces New Goalkeeper Time-Limit Rule

UEFA also announced a revision to the time allowed for goalkeepers to release the ball—a rule aimed at maintaining match tempo and limiting time-wasting tactics.

From Six to Eight Seconds Holding the Ball

Goalkeepers now have eight seconds to release the ball instead of six. If they exceed this time, the opposition is awarded a corner kick, rather than an indirect free kick. This update affects all UEFA competitions.
