In the dynamic architecture of sub-national governance in Nigeria, the ability of an administration to continuously inject fresh competency while maintaining structural stability is the ultimate hallmark of leadership continuity. Today, His Excellency, the Executive Governor of Oyo State, Engineer Seyi Makinde, demonstrated this strategic foresight by officially presiding over the swearing-in ceremony of a new Head of Civil and Public Service alongside two newly appointed Commissioners at the Executive Chamber, Agodi, Ibadan.

Far from being a routine bureaucratic reshuffling, this exercise represents a deliberate, calculated reinforcement of the state’s executive engine room as the administration navigates its final lap. By matching proven corporate capacity with critical ministries, the Pacesetter State is signaling that performance, meritocracy, and administrative diligence remain the absolute currency of public service in Oyo State.

The New Vanguard of the State Engine Room

At the apex of this administrative transition is the swearing-in of Dr. (Mrs.) Adenike Ayobami Fasina, mni, as the state’s new Head of Service. Dr. Fasina, an alumna of the prestigious National Institute for Policy and Strategic Studies (NIPSS), Kuru, takes over from the retiring Mrs. Olubunmi Oni. Dr. Fasina’s elevation is an absolute triumph for institutional memory; having joined the state’s civil service as a Statistician II in the year 2000 and subsequently serving with distinction as the Permanent Secretary of the Ministry of Finance, her rise is a pure testament to merit-based progression over political sentiments.

To fortify policy execution, the Governor also brought on board two seasoned technocrats:

 Dr. Lateef Idowu Oyeleke: Sworn in and assigned to the Ministry of Special Duties, Dr. Oyeleke brings a specialized administrative edge required to manage high-impact intervention programs and complex cross-ministerial assignments.

Hon. (Barr.) Ayobami Oluwaseun Ojo: Dispatched to helm the crucial Ministry of Budget and Economic Planning, Barrister Ojo’s legal background and strategic competence are expected to tighten fiscal discipline, optimize resource allocation, and enhance data-driven developmental planning.

In a move that further underscores strategic redeployment, Alhaja Faosat Joke Sanni, who previously manned the Special Duties portfolio, has been redeployed to the Ministry of Investment, Trade, Cooperatives, and Industry. This transition leverages her extensive experience to stimulate industrial growth, attract public-private partnerships, and expand regional investment options across the state.

The Synergy of Time and Competence

Governor Makinde’s charge during the ceremony was clear and urgent: he explicitly encouraged the new appointees to hit the ground running and give their absolute best to serve the state in the time left for the administration. 

This directive strips away any room for a honeymoon period. By charging them to collaborate seamlessly with the existing state machinery, the Governor is ensuring that critical legacy projects—ranging from agrarian expansion to infrastructure development—are delivered with premium speed and absolute transparency.

For observers of Oyo State’s political space, this cabinet consolidation proves that governance is an ongoing relay race where the baton must only be handed to those with steady hands and clear vision. With an elite civil servant heading the bureaucracy and sharp professionals directing economic planning and special duties, the state’s executive council stands fully equipped to protect its pacesetting heritage. 

The task before the new appointees is heavy, but their track records are unassailable. It is time for action.
