Speaker of the Oyo State House of Assembly and Chairman of the Conference of Speakers of State Legislatures of Nigeria, Rt. Hon. Adebo Ogundoyin has emphasized the importance of legislative oversight in Nigeria, highlighting its challenges and prospects.
Rt. Hon. Adebo Ogundoyin spoke at the 7th Annual Senator Abiola Ajimobi Roundtable, and 75th Posthumous birthday of late Senator Abiola Ajimobi held at the Abiola Ajimobi Resource Centre, Institute for Peace and Strategic Studies, University of Ibadan.
The theme of the Roundtable was “Legislative Oversight and Accountability in Nigeria, Challenges and Prospects”
The Speaker noted that legislative oversight is crucial for ensuring accountability, transparency, and responsiveness in governance.
“As lawmakers, Legislative oversight is a vital component of democratic governance which ensures that the executive branch is accountable, transparent, and responsive to the needs of the citizens. Through oversight, legislatures can prevent the abuse of power, corruption, and the infringement on citizens’ rights. It also enables us to assess the effectiveness and efficiency of government policies and programs, identifying areas for improvement and making necessary adjustments.”
The Speaker however acknowledged that legislative oversight faces numerous challenges in Nigeria, including lack of resources, Weak institutional framework, Politicization and Dominance of the executive branch.
Despite these challenges, Ogundoyin expressed optimism about the prospects for effective legislative oversight in Nigeria.
“Fortunately, despite the challenges facing legislative oversight in Nigeria, the prospects for effective oversight are promising, with potential benefits for accountability, transparency, good ethics and good governance.
“One of the key prospects is the strengthening of institutional frameworks and capacities which will assist lawmakers to conduct effective oversight and enable them to hold the executive branch accountable. Effective framework such as Post Legislative Scrutiny (PLS) is a new initiative. At this juncture, I’m happy to say that this new tool which will enhance legislative oversight processes and accountability has been embraced in Oyo State. The Post Legislative Scrutiny (PLS) involves the systemic review and evaluation of legislation after it has been enacted and passed to assess its effectiveness, impact, and intended and unintended consequences on the people.
“The Oyo State House of Assembly has taken a significant step by becoming the pioneer State House of Assembly in Nigeria to institutionalize and establish a PLS Unit. This initiative aims to enhance legislative oversight processes and accountability.”
Ogundoyin also emphasized the importance of capacity building for lawmakers, management, and staff.
“The Oyo State House of Assembly has organized comprehensive training sessions focused on Legislative Committees’ effectiveness and oversight processes.”
Furthermore, Rt. Hon. Ogundoyin highlighted the need for State Houses of Assembly in Nigeria to leverage technology to enhance oversight processes.
“The digitalization of all State Houses of Assembly in Nigeria is set to commence in the first quarter of next year, thanks to the collaboration between the UNDP and the Conference of Speakers.”
The wife of the late elderstateman who is also the President of Senator Abiola Ajimobi Foundation, Dr. (Mrs) Florence Ajimobi played host to dignitaries from across the country that graced the occasion.
